Short description of the ‘Good Practice’: The national public procurement strategy in Finland (2020) sets targets for sustainable and responsible procurement of food and food services. The public sector should promote a sustainable food system in food and food service procurement and use sustainably and responsibly produced food products. Criteria that promote environmentally sound farming methods, food safety, nutrition, animal welfare and health, as well as promoting sustainable food supply and ecological sustainability, should be used for the procurement of food and food services. The Procurement Act (1397/2016) regulates, but does not prevent, food service operators from procuring local food and offers opportunities for cooperation between small and medium-sized food companies and public sector kitchens, e.g. in the form of a market dialogue.The published quality criteria provide concrete ways to favour responsibly and sustainably produced food. There are several guides for public organizations to conduct food or food service procurements e.g. Local food program funded by Ministry of Agriculture and Forestry have published the guide that helps public organizations to make good procurement decisions for domestic and local food (http://ekocentria.fi/resources/public//sisaltokaruselli/lahiruokaopas2017_ebook.pdf) and on behalf of the Ministry of Agriculture and Forestry, Motiva, a Sustainable Development Company, has updated the criteria for responsible public food procurement to further promote sustainable food production and increase the level of responsibility and domesticity of food in the public sector (https://www.motiva.fi/files/18215/Opas_vastuullisiin_elintarvikehankintoihin_-_suosituksia_vaatimuksiksi_ja_vertailukriteereiksi.pdf). In addition, KEINO Competence Centre, https://www.hankintakeino.fi/en, supports and helps Finnish public contracting authorities with the development of sustainable and innovative procurement i.e. making sustainable food procurements. |

Pearls, Puzzles, Proposals? | “Pearls” – The new criteria makes it possible to favor local producers in tendering process. In addition, the market dialogue is essential part of the procurement process and offers good practises for puplic organizations and local producers to communicate with each other and find the ways to make procurement decisions. “Puzzles“ – In some procurement cases reported in KEINO local producers did not submit bids, regardless of the fact that special attention was paid to small producers’ opportunities to participate in the competitive bidding. “Proposals” – There is need to have more guidance for the producers how to respond to the public tenders. |
